Centre does its math to fast-track rural electrification
Arunachal Pradesh home to most un-electrified villages
NEW DELHI, Apr 3: The government is exploring ways to fast-track rural electrification in Odisha, Bihar, Arunachal Pradesh, Jharkhand and Assam, which are home to most un-electrified villages.
The matter came up for discussion at a recent meeting with Prime Minister Narendra Modi, an official source said.
"During the meeting, the Prime Minister was apprised of the status of village electrification. The Power Ministry said... the states like Odisha, Bihar, Arunachal Pradesh, Jharkhand and Assam were the states with most un-electrified villages," the source added.
The ministry will continue to monitor power supply to the villages for 3-4 years, post electrification.
A total of 1,654 villages were electrified during April-August 2015 and 5,358 have been added to this list during August 15 last year to March 27 this year.
The progress is also being monitored through Gram Vidyut Abhiyanta (GVA).
The Centre has set a target of electrifying 18,452 un-electrified villages by May 1, 2018. PTI
Two arrested in Zilla Taku murder case

ITANAGAR, Apr 3: Soon after the Crime Branch took over the murder case of Arunachal student, Zilla Taku, the Guwahati police on Saturday arrested two alleged accused identified as Galo Narzari(22) from Koklabari, Assam and Sudanshu Sarkar(33) alias Lambu from Tripura. Both are labourers.
Alleged accused Galo Narzari was picked up from Inter-State Bus Terminal campus, while Sudanshu Sarkar was picked from Lokhra around 1 PM on Saturday. Both accused have been produced in court on Sunday and sent to three days police remand. Confirming arrest, Investigating Officer Dev Kr Sudo informed The Arunachal Times over telephone that murder suspects have been interrogated and matter is under investigation.
Taku was found brutally murdered on March 23. The victim was a student of B.A 2nd year and was working as part time distributor of Guwahati based Glaze India Pvt Ltd.
Meanwhile, Chief Minister Kalikho Pul while strongly condemning the alleged murder of Arunachal student, Zilla Taku in Guwahati recently has given direction to the Chief Secretary to sent an enquiry team to Guwahati immediately. He also directed the CS to immediately take up the matter with the DGP and Commissioner of Police, Guwahati and urged upon them to thoroughly investigate into the death of Zilla Taku and to nab the culprits at the earliest.
Deputy Chief Minister Kameng Dolo has condemned the brutal murder of Zilla Taku. Informing that he has directed the DGP, Arunachal Pradesh to take up the case with his Assam counterpart, Dolo asked the Taku Welfare Society to cooperate and extend their full support with the investigation agency to solve the murder case of the innocent student. The Society led by Former Minister, Bida Taku called on the Deputy Chief Minister on Saturday last. The Deputy Chief Minister said the criminals who took the life of the student be found and prosecuted adding that we must ensure that those who commit criminal acts must be brought to justice so that crimes like murders are not repeated in North East Region.He also said that the Assam-Arunachal Pradesh is inseparable to one another and our mutual co-existence will help develop our region. Dolo further said that his department will work to secure full security of Arunachalee residing in Assam or elsewhere in the country.
Taku Welfare Society led by its President Dake Taku and General Secretary Rocky Taku and senior members including former minister Bida Taku, Dr Tachi Taku and Dr Tara Taku also met the Director General of Police, Govt of Arunachal Pradesh.
Meanwhile, the Parliamentary Secretary (Power) Tapuk Taku has called on the union MoS ( Home) Kiren Rijiju to apprise him of the situation, based on which the Assam Police’s top brass has handed over case to city crime branch, said a statement.

A scheme for women with very few takers

There are few countable number of claimants under Arunachal Pradesh Victim Compensation Scheme 2011 that provides monetary compensation to the victims of any violence including loss of life, rape, acid attack, human trafficking and other crimes against women.
The scheme came into force on 24th January 2012 when Indu Devi; wife of cart-puller Late Muni Singh received Rs 2 Lacs as compensation after her husband died in a hit and run case.
The scheme is being implemented through the state Home department as nodal department assisted by Arunachal Pradesh State Legal Service Authority (APSLSA). The APSLSA examines the authenticity of application, accordingly recommends to the state government for payment. The claimant has to attach copy of the FIR and in case of death, succession certificate and post mortem reports are needed to avoid dispute. To avail the scheme, the victim should not have received any other compensation from government.
Four years after the scheme was introduced in Arunachal by the state government in pursuant to power conferred under section 357A of the Criminal Procedure Code 1973 with objectives to support and rehabilitate to victims of violence, the numbers of claimants to avail the scheme is lower than expected. According to Arunachal Pradesh State Legal Service Authority, only 47 applicants have so far applied for the scheme, out of which 18 benefitted while 29 cases are pending.
There is a huge dichotomy reflected between numbers of crime recorded and the list of victims that benefitted from the scheme.
The state has witnessed 138 cases of gruesome murder since 2014, rape-166, crimes against women-417, grievously hurt-462 and riots-69 respectively as per the state police’s online data.
However, out of 166 rape cases, only 12 rape victims have gotten monetary compensation under the scheme.
In addition, there are no claimants for compensation from Lower Dibang Valley, Longding, Anjaw, Lohit, East Kameng, Kurung Kumey,Siang, Kra-Daadi and Namsai, APSLSA revealed.
In February, the Supreme Court directed all states and Union Territories to award compensation to rape victims, particularly for the handicapped who are sexually exploited, for their rehabilitation.
The meagre amount of compensation to victims is considered to be the one reason why people are reluctant to come forward.
“Why would we waste our time running around for Rs 50,000/? Because of long to-do list to get the compensation, its takes a long time to reach the victim” said a rape victim relative.
A comparison can be drawn with Goa.
On 29th November 2012, then Goa Chief Minister Manohar Parrikar announced that victims of rape, targeted acid attacks and human trafficking in Goa will be eligible for up to Rs.10 lakh as compensation.
Deputy Secretary Law cum OSD APSLSA Dani Belo who has been instrumental in drafting the scheme along with then Joint Secretary Home Mimum Tayeng opined that ignorance at community as well as at the level of the district administration could be the factor leading to less number of claimants.
Belo added that delay in disbursement of amount could be another factor that discourages the victims from applying. He further said that in order to make the scheme popular, the district legal service authority has to play a vital role involving the district administration and police in creating awareness on the scheme.

AAPSU seeks swift investigation, TBS, IBCS decries statue shooting
CHANGLANG, Apr 03: In the wake up of serious law and order problem at Diyun Township on March 29 last, a peace and coordination meeting was organized in Diyun on Saturday.
The meeting, reiterating to let the law take its own course resolved to propagate unity and co-operation to achieve harmonious co-existence of thirteen diverse communities residing at Diyun circle.
The meeting unequivocally condemned all sorts of criminal and violent activities that took place during the day of the incident.
All the stakeholders during the meeting pledged to contribute and cooperate fully to maintain peace and order in the area and to restrain the issue from unnecessary flare up.
The meeting chaired by Diyun EAC Tagam Mibang was attended by All Arunachal Pradesh Student’s Union (AAPSU) led by its president Kamta Lapung among others.
Appreciating the effective and timely intervention of the administration, police and para-military forces to contain the serious law and order problem, Lapung sought swift investigation of various cases registered as a fall out of the incident.
Meanwhile, the local administration thanked the public of the circle for their co-operation and proactive role in bringing peace and order in the township.
Among others, Bordumsa ADC S Miji, Miao SDPO John Pada, AAPSU Finance Secretary Suraj Tayam and Vigilance vice chairman Jango Halai, AdiSU general secretary (Apex), Buteng Tayeng and executive members and leaders of various communities and students unions of the circle were present during the meeting.
Meanwhile, Theravada Buddhist Society Itanagar and Itanagar Buddhist Cultural Society have strongly condemned the defacing of Buddha statue and demanded for thorough investigation in the case with arrest of the culprit involved in the firing at Diyun on Mar 29.
In a release it stated that the statue of Buddha was fired upon allegedly by some IRBn personnel during the incident.
Pul sets April deadline for Abotani Bridge
ITANAGAR, Apr 3: Chief Minister Kalikho Pul on Sunday visited the construction site of the RCC Bridge between Abotani colony and Niti Vihar, fixing April 24 as the deadline for work completion.
He said the bridge serves as an alternate route during the emergency and peak hour providing de-congestion of traffic load from NH-415.
The construction for the bridge over Yamaso stream, at an estimate cost of Rs 250 lakhs, was started in 2014 and had been delayed for two years.
Regretting the undue delay, the Chief Minister called up PWD officials and the contractor to inquire on the current status.
It was informed that due to delay in payment to the contractors, the work on the bridge could not be continued.
Chief Minister assured all financial and administrative help at earliest, so that paucity of funds does not impede early completion of the work.
The Chief Minister, however, issued clear instructions that if the construction fails to complete within the stipulated date, there would be no payment. (PRO, CMO)

ROING, Apr 3: Attending a Farmer's Fare cum Pradhan Mantri Fasal Beema Yojana(PMFBY) Awareness Programme, organised by the Krishi Vigyan Kendra Lower Dibang Valley district at Balek here today, MP RS Mukut Mithi encouraged use of abundant land for farming. "Our biggest asset is the land that we possess and using it for farming is an advantage", he added.
He also encouraged establishment of small scale industries and local enterprises like papad and pickle making, which will boost the local economy and stop dependency on other neighbouring states.
Mithi explained the PMFBY and its advantages over other crop insurances to the farmers present at the programme and urged them to avail the provisions of the scheme. He also said that the KVKs should work closer to the people. "Do not see and follow what other states or countries are doing. Practice independently as per the needs and resources of the area", he directed the agency.
DC Roing Ravi Dhavan said,” In the last 3-4 years, India has become a net importer of various agricultural products, slowly moving into a phase of agrarian crisis, giving rise to farmer's suicides.
There is a dire need of another Green Revolution and the best source can be the east and northeast India, especially Arunachal where there is abundance of land and apt climatic conditions. Agencies like KVK can boost the agricultural scenario".
Dhavan requested the farmers to make it mandatory to avail the PMFBY and not be impacted by any damage caused by natural calamities.
"Make use of this programme. Agriculture and Horticulture are and can be the most potential income generating sources, and farming can be very remunerative", he added.
Senior citizen Joton Pulu, also recognised by the KVK as an innovative farmer for his work on organic farming, appreciated the KVK for helping farmers by conducting training and awareness programmes, and tours for the farmers. "I have been in constant touch with the agency since its establishment in the district, and have found it to be extremely helpful. However, problems like no water or electricity supply in the KVK office is a drawback. These matters should be looked into for better functioning and helping farmers like us", he said.
The guests had a tour of the demonstration units and exhibition stalls. The agenda of the programme also included lectures on the PMFBY and other departmental schemes available for farmers by resource persons, followed by interaction and demonstration for the farmers.
Along with farmers from the area, ZPC Sipi Elapra, ZPM Bolung Titel Pertin, HODs of various departments, Senior Scientist and Head of KVK Dr TJ Ramesha, and other scientists and staff of the KVK, were also present at the programme.
RSS training camp concludes
CE lauds RSS for discipline and patriotism
ITANAGAR, Apr 3: The week long initial training camp of the Rashtriya Swayamsevaks Sangh concluded at the Abotani Vidya Niketan, Pachin on Sunday.
Various physical demonstrations were performed by the 75 participants of the camp coming from different parts of Papum Pare district. The trainees had taken out a route march through Naharlagun Township with a band.
Speaking in the valedictory function, Chief Engineer PWD Eastern Zone Highway, Toli Basar, lauded the discipline and patriotism of the RSS for the reconstruction of a capable Arunachal and strong India. The man making process gets booted through such training camp where the participants are given proper training and guidance to make them physically, intellectually and morally fit to serve the society, he added. Also speaking in the function, Prant Karyavah, Arunachal Pradesh, RSS, Nido Sakter, cited instances where the trained Swayamsevaks had helped in rescue operations during natural calamities.
Resource persons in the camp were Chief Engineer, Eastern Zone, P.H.E.D, T Khetan, Chief Engineer, Design and Planning, P.H.E.D, L. Kri, Assistant Organizing Secy Kalyan Ashram, Northeast Zone, Sandeep Kavishwar and others.

Remote village Neokhilanghi under SBM-G
ITANAGAR, Apr 3: One of the oldest but most backward villages of Phassang circle, Neokhilanghi has finally achieved sanitation coverage with Individual Household Latrine (IHHL) under Swachh Bharat Mission-Gramin (SBM-G).
‘The villagers of Neokhilanghi have now adopted hygienic and proper sanitation practice avoiding old age open pigsty system,’ shared chairman Neokhilanghi Development Committee Ringu Taping.
Won’t part with land without compensation; BCYA
ITANAGAR, Apr 3: Citing the recent report of “AAI seeks 525 acres of land free of cost for Greenfield Airport at Hollongi” which was published in the dailies, Balijan Circle Youth Association (BCYA) has expressed disappointment on behalf of the land affected people. It also added that the land affected people will not part with their land without compensation package.
Stating that it is alleged by Ministry of Civil Aviation that the state government is yet to submit the reports of acquisition cost of 525 acres of land for the Airfield project to the authority concern for the preparation of DPR, the BCYA said that the sentiments of land affected people have been shattered and seems the issue has been politicized.
Querying who will compensate for the land acquisition, BCYA has opposed the reports stating of acquiring 525 acres of land at Hollongi free of cost. The BCYA also urged the state government to look into the matter seriously and expedite the process of disbursement of compensation.
CM extends Mopin greetings
ITANAGAR, Apr 3: Chief Minister, Kalikho Pul today extended Mopin greetings to the people of Arunachal Pradesh, and congratulated the Galo community on its 50th anniversary celebration.
“With passage of time, Mopin has evolved from being an agricultural festival to a celebration of progress and prosperity,” the chief minister said in his message.
Pul hoped that the festival would strengthen bonds amongst the people and bring peace and prosperity to the state.
Chief Minister expressed hope that the “festival would give us opportunities to showcase and exchange this cultural mosaic with one another.” Let this festival be an occasion to remind us to unite, to inspire us to forget differences, to push us to learn to respect another’s perspective and to accept in our hearts that this land we call home, Arunachal - is not mine alone, it is ours, said the chief minister.
An engineer shows the way
PASIGHAT, Apr 3: While showing an example to many other government officials and staff, especially to those who have encroached government quarters, Assistant Engineer Naying Danggen, posted under WRD (TW & GW), Sub-Division, Pasighat has dismantled his temporary kitchen constructed just beside his Type-III quarter near Siang Model School.
Dangen was applying for NOC as required in DPC sitting for promotion/regularization to the higher post under WRD (TW & GW) vide letter No. SWRD-05/2010 (Pt)/1457 dated 17th Sept’2015.
To this regard, Danggen had written twice to the DC Pasighat for early provision of NOC as required, but district administration directed him to remove the MIBT structures vide letter No.G-3994/1556 dated 19th Nov’2015 followed by another order vide No. DCP/LM/2138-43 dated 29th March 2016. Following the order, Danggen dismantled his temporary kitchen attached with the quarter today, but appealed the concern authorities of district administration and DRLSO to take up such measures against all government staff, most of whom have encroached government quarters.
Danggen said that, the staff verifying the quarters from land department was indirectly asking money which he did not entertain since he did not encroach upon the govt land. There are many officials and staff who have encroached government quarters in Pasighat. Some have already got allotment and some are eying for a liberal DC to get the allotment.

Ten players to represent Arunachal National Badminton Championships
ITANAGAR: Apr 3: Arunachal Pradesh State Badminton Association (ASBA) has selected ten players to take part in the forthcoming 80th Senior National Badminton Championships 2016 to be held at Chandighar from April 5th-10th next.
Arunachal’s ace shuttler and four time North East men’s Champion and all India ranking number eleven Laa Talar is leading the state team that includes Jokum Riba, Ambita Sonam, Dilip Gurung, Pinki Karki, Laa Yajum, Tania Yasap and Taring Yania. State grade-I cum-National Grade-II Umpire Er. Penya Bagra and state grade-I umpire Pema Ladhen have been nominated as the team Manager and Coach respectively.
Parliamentary Secretary for Sports & Youth Affairs Mutchu Mithi while attending the players briefing ceremony at Raj Bhawan badminton stadium organised by (ASBA) today called upon the players to maintain the sportsmanship spirit and said Arunachal has no dearth of talents particularly in the field of games & sports.

AALO, Apr 3: The Golden Jubilee Marathon Race with the theme, “Run for Golden Year Mopin, Peace, Prosperity and General Wellbeing” was flagged off by Commandant ITBP from Gumin Kiin, Aalo on Saturday.

Rev. Donyi conferred Best Citizen of India Award

ZIRO, Apr 03: Rev.Tage Dony, has been conferred with The Best Citizens of India Award 2016 by the New Delhi based International Publishing House at New Delhi.
Rev. Tage Donyi is the Executive Secretary of Apatani Baptist Association, Ziro.
The award has been conferred to him for his outstanding service to the society.
In his 23 years of association with social service in the Ziro Valley, he has been the founder Secretary of Youth Hostel Association of India, Ziro unit. Because of many eventful activities taken up by the Association, his unit was awarded best in 1993.
He has also organized anti alcohol cycle rally covering 165 km from Ziro to Ganga Lake, Itanagar.
When people of Latur, Maharastra and Himachal were suffering after the major earthquake in 1993, he raised fund for the victims.
Besides, not only has he donated his Kidney in 2012 at CMC Vellore, he donates blood for the needy patient.
He has also served as House Parent along with his wife Tage Nenkha at Oaisis India, run by America based NGO at Igatpuri, Mumbai for 3 years from 2006 to 2009 where couple was looking after 22 HIV/AIDS patients.
World Tipitika Foundation to visit Arunachal
Transcription of Tipitika into Tai Khampti language set

ITANAGAR, Apr 3: A high level delegates of World Tipitaka Foundation (WTF) from Thailand will arrive at Kongmu Kham (Golden Pagoda) of Tengapani at Namsai District on April 12 next for a conference to discuss on the transcription of the Tipitika (Buddhist sacred scripture) into Tai Khampti language. The delegates will also survey for proposed site for establishment of International Tipitika Centre at Kongmu Kham in Namsai District.
Their visit will also coincide with the local grand novice ordination and the Sangken (Water festival) celebration from April 12 to 15 next. A total of 100 novices are going to be ordained this time and will be followed by celebration of Poi Sangken and meditation course by Ven. Sumanavanna Mahathero from Maharastra.
It is indeed a matter of great pride for Tai Khampti Society since for the first time Tai Khampti Tipitika will be using the Thai Royal emblem, which is a first in itself.
Meanwhile, the Deputy Chief Minister Chowna Mein and Theravada Buddhist Society have termed the permission by the Thai Royal Family to use their emblem in the Tai Khampti Tipitika as a Royal Gift to the Tai people.
The World Tipitaka Foundation (WTF) is famous for its innovative work of the Tipitaka in Tai Siam (Thai) script and Roman script Pali which they have been giving as Dhamma Gift to many institutes and organizations includingthe United Nations for 16 years. Recently, the foundation has started its work on transcription and translation of the Tipitika into Tai Khampti script & language.
Tai Khampti is the first among the many Tai communities around the world that is able to the transcribe and translate the Tipitika in its language. This is mainly because the Kongmukham (Golden Pagoda) of Tengapani will be promoted as the International Tipitika Centre.

Poor execution of work
Just few days of rain has started to cause damage to the capital road. This is giving
sleepless night to the capital dwellers as actual monsoon is yet to hit the state.
In many stretches, the potholes have developed. Ironically the repairing of capital
road has been completed only recently. Last year due to heavy rainfall during monsoon
season capital road was heavily damaged. The then Nabam Tuki led Congress government
had faced lot of flak for failing to maintain the capital road.
The deterioration of capital road is a slap on the face of present government. Chief
Minister Kalikho Pul himself had personally inspected repairing work and had appreciated
contractors for the work. The officials of PWD (Highway) also constantly claimed
that this time quality of work will be better than previous years. But to the utter
disappointment of everyone few days of pre-monsoon shower has totally exposed hollow
claim of state government. Going by the present standard it looks capital road will
not be able to withstand the coming monsoon. Already capital dwellers have started
raising concern over it. On Saturday the All Arunachal Contractors Welfare Association
(AACWA) called on the highway authorities to check the quality of road work between
Itanagar and Naharlagun. State government should immediately investigate to find
out whether executing agencies has compromised with the quality of work. Also before
monsoon arrives all the potholes should be filled.

Stop entertaining the transfer and posting
Dear Editor,
Through the columns of your esteemed newspaper, it has regularly been observed that
after every MLA election or leadership change, the Government of Arunachal Pradesh
gets busy in preparing transfer posting order, instead of doing their regular duties,
with the Engineering and Education department being top list. In spite of state Government’s
clear policy on transfer and posting of Government officials, recently some transfer
posting are done with political motive by manipulating the system by few narrow minded
people of our society for their vested interest. The reality is that these people
themselves expose their ill-intention for practice.
As per the Government’s standing Office Memorandum (O.M), the transferable officers
and staffs should normally be transferred only upon completion of three years of
service at one place.
The Government is to view that frequent transfer and posting not only lead to avoidable
expenditure on TA/DA etc, but also demoralize the officers and staffs, and jeopardizes
the implementation of various development work undertaken of Department.
Therefore, it should be impressed upon all department that while making transfer
and posting of Government officers and staffs, they must ensure strict compliance
of the instruction contained in the office memorandum of the Government.
In future any deviation should be view seriously and the erring officers should be
held personally responsible for the lapses.
The matter of transfer and posting are normally practice in a department but it should
be done as per rules.
Thus, I, on behalf of the employees of Arunachal Pradesh would like to appeal the
Govt A.P, please stop entertaining the transfer and posting on political ground,
just because of some phone calls and recommended note sheets.

Illogical ban
Dear Editor,
Kudos to your editorial titled, "Illogical ban"(Arunachal Times, April 1, 2016),
in which you rightly said, "The cow slaughter should be lifted for the greater interest
of the poor people of India". Cruelty to animals should be banned immediately but
not slaughtering of cows. Prohibition on cow slaughter will not only add insult to
injury in the lives of the poor people of our country but also jeopardize the lives
of the cows. When killing one's own member of the family in the form of honour killings,
girl-foeticide and infanticide are happening all around, it can, easily, be gauged
what is in store in the lives of those cows that can no longer produce milk. Those

done is to build slaughterhouses where animals can be slaughtered away from the public
glare and in a less painful way. It is time to protect animals from their being subjected
to abject cruelty in the name of the traditional sports like Jailkattu (bull taming)
or Dhiro (bull fight). Cruelty to animals whether it has been practiced in the name
of traditional sports, callous practices or for fulfilling sadistic pleasures should,
immediately, be banished whereas killing them for food or for saving human beings
from their attack must not be prohibited. The former ban is necessary for the survival
of humanity and the latter act is a compulsion for the survival of human beings.

Hostel condition
Dear Editor,
Through your daily esteemed daily, I want to inform about hostel condition of NERIST,
Nirjuli.
Some students, especially Arunachlee occupy single rooms and then bring their relatives
from outside who stay with them for several months.
It is not permissible for outsiders to stay inside the hostel.
So it is my earnest request to take this matter seriously.

Request and suggestion to APPSC
Dear Editor,
Through the column of your esteemed daily, we would like to draw the attention of
the APPSC and would like to suggest the following points so as to avoid mistakes
in the future.
1. Process:
(a) Provide examination calendar/schedule in the notification itself (i.e Tentative
months – Preliminary, mains & interview)
(b) Declaration of mains result should be within 3-3 ½ months.
(c) Whole process should be completed within 10-11 months.
2. Mains:
(a) Remove 2nd optional subject which will be beneficial both to the commission and
aspirants in terms of time & money.
(b) Aspirants need the syllabus of Statistics (Generally asked in G.S paper- II)
Avoid question involved too much of calculation as we are not allowed to use calculator.
3. Interview:
(a) Interview must not be a deciding factor as it consists of 175 marks only. Let
1500 marks in mains be the part of deciding factor.
(b) Minimum marks should be 90-95 and Maximum should be 130 marks in an interview.
(c) Interview must be conducted in a single day.
4. Moderate question in each optional paper whether it is prelims or mains. English
and General Studies is at your discretion as it is common to all.
5. For Assistant Professor Interview:
Subject experts must be invited from other universities, not from RGU or other colleges
of Arunachal Pradesh.
There are many reasons of the above said points but we can’t explain more in this
letter of suggestion.
We do hope that we will get positive result from your end in the days to come.
